Add wheel health (in wheel constructor)

Add ability to specify a material path for wheels to be flagged as tire rubber to be flattened

Add SetFlatWheel that will change the wheel config to this one when the wheel is flat, maybe with a lerp that could interpolate between the 2 states for number values.
